Ion thrusters, which are electric rockets that produce very, very tiny amounts of thrust efficiently. With nothing else to launch payloads from Earth, rockets get used there. With nothing else to provide sharp, high impulse orbital maneuvers, rockets get used there.
How do you stay in space without a rocket firing?
To stay in space without a rocket firing the whole time, you have to be moving “sideways” so fast that you literally miss the earth when falling - you end up continuously “falling” around the planet, but never getting any closer to it. It sounds weird, but its true - thats exactly how the moon stays up there for billions of years.
